It was meant to create the so called Lürssen effect (you can read about it online, even in Wikipedia). Generally it created extra drag just behind the propeller, and created some sort of hydrodynamical tunnel behind it, making the screw capable of pushing back more water. It also stabilized the hull with the stern lifted higher than without it. This actually increased the boat's top speed, but in case of the model it is not noticeable. It is not clear if the small rudders positioned outwards would also move for turning, but i believe they did, hence the complicated mechanism. But it was fun to build.
