I wouldn't know about import restrictions or if there are any or why such would exist, but if you enter something like ' finland "reindeer antler" ' in a search engine, you're probably going to have some shops in those results. (Your search profile may affect the results, so you might want to try different engines like Duck Duck Go or try clicking off the country-specific results if nothing comes up. Also, don't simply settle on the first result page, search engines don't know what you want. Take your time.) I'm sure most shops will ship to the US and if they don't, you can always ask them if they would make an exception. Their whole selection likely doesn't feature in the search engine results, so poke around the shops you find and make use of their search function.
If you're looking for knives, most if not all Finnish knife manufacturers (like Marttiini and others, probably not Fiskars) are going to have products with some reindeer antler decoration on the handle. For specific types of products, searching for those with an additional term like 'finland' or 'lapland' is likely to give you something to go on with. Outdoorsy, hiking, campingy, huntingy, kind of shops also tend to carry those products. HTH.
