You do not have to deliver a good to take a city action. You have the option to deliver a good if you have a matching good on a card in hand. The benefit is removing a disc from a ship upgrade. The city action on the right half of the tile is independent of the delivery. You can do it even if you did not deliver a good, and you can deliver a good without taking the action on the right side of the tile. Ref. - bold text page 5 under city actions, #2.
