You're not dumb, but I would say look into these things more. In the US, CERTAIN turtles are protected - there are more than 350 species of turtles, 161 of them are considered threatened, and of those 161 51 are critically endangered. Snapping turtles? Not on the list. Now, hunting them is banned in SOME states, but not all of them. That being said, my point is that saying "turtles are protected" is about as vague as saying "birds are protected." Plus, you have to account for local laws.
If you clean it quickly they stay on there original place. Or with the beetles they dry out and attach to the shell. But he soaked it after it had dried out so the scoots started to peel. Probably would've been fine just covering it with poly on both sides to seal in the smell.
Once he hits it with the polyethylene it'd stuck on, polyethylene is actually plastic. He doesn't seem too concerned with the scoots that come off during the cleaning process.
The shed the scutes naturally and most likely was about to shed the ones that came loose. I would have just popped the loose ones off before shellacing it.
Do you do anything in particular with the shells? When I was young, I thought that my Papaw was crazy for eating snapping turtles and frog legs! After he convinced me to try them, I absolutely loved the taste,of both! I sure miss my Grandfather!

And I hate the word "triggered" and the people who typically use it with a passion that burns hotter than the deepest pits of hell.
