That's a massive scandal regardless of how it happened, even if Musk put forth a good faith effort to stop that kind of thing from happening, and now it's jeopardizing a lot of Musk's relations w the US government.
I'm not entirely convinced Kadyrov isn't just trying to sow discord here for giggles. But the fact is, massively bad look for Musk here.

When Musk first started SpaceX he went to Russia to try to buy some old retired Soviet ICBMs to use for commercial launches, but allegedly someone from the Russian side spat at his feet in response so he just went home. But in the next two decades SpaceX basically destroyed Roscosmos' commercial launch business with its cheap and reliable home-grown Falcon 9 rockets. Musk got his revenge, and SpaceX was explicitly blamed in at least one Roscosmos annual report as the main reason for the acute loss of business (I think it was in 2019).
Even so, Russian cosmonauts still fly regularly on SpaceX Crew Dragon missions to the ISS, in an exchange program that involves US astronauts flying to the ISS on Soyuz capsules. Because of this, Musk has to dance a narrow line of competition and cooperation with Russia, he has no choice and in that regard NASA is doing pretty much the same thing. All these people have to pretend that the war isn't occurring.
However, I wouldn't be surprised if the guy in Chechnya gets FaceBook friend requests from exactly the same Elon Musks that I regularly get friend requests from, if not more. When he somehow obtained his Cybertruck he probably thanked one of these fake Elon Musks, so now of course the real Elon Musk is in trouble.
I'm a big fan of SpaceX but that doesn't necessarily make me a big fan of Elon Musk. Still, as was mentioned in the video, I think that this is mostly a media issue, but it does expose some potential violations of sanctions against Russia.
