Long-standing glitch, happens a ton... which is very creepy and also a haunting reminder to Survivors that you basically failed to save a teammate. xD
When I first ran into it I searched for the Bill for a solid few minutes because I thought he was just hiding somewhere before I eventually figured out what was happening.
