Because in that question it was written exp incurred towards prices are 7000 (which is total exp from price fund) after that it is mentioned that 3000 towards trophies and 4000 towards distribution of cash.
Basically 3000(trophies)+4000(cash distributed)= 7000(total exp)
You have to pay attention while reading the question there was a COMA after expenses incurred so it was explanation of the expenses made
