For the Skyline Tower, you just need to have the various shopping arcades selling one of each item to reach the maximum population in the tower. The arcades can be located anywhere on Crown Falls, not needing to reach or touch the Skyline Tower, you just need them to exist and operate to fulfill the shopping arcade need in the tower.

the invester buildings that are around tge skyline tower, you space them out to makd that area look good or get rid of sum of them since you dont really care bout havin a max population
