You have to pay to use public toilets at Whitby (just down the road toilets are free at Bridlington.)
The good news is electronic payment is accepted at Whitby public toilets - only 50p.
They are clear though that they don’t want you taking advantage of the expense by washing your feet in the toilet bowl.
