I've always thought that The Cowboy represents God, which makes his conversation about "the good life" make sense and is consistent with him saying to Diane "Hey pretty girl, time to wake up" after she commits suicide. I've never heard anyone else interpret it this way, so maybe I'm wrong. I guess David Lynch is the only person who really knows for sure.
To me, The Cowboy represents 'The [dark] way things are done in Hollywood'. You either play by his rules or you don't play at all. Adam meets him in a corral, where he gets 'broken', accepting the fact it really isn't 'his movie'.
He’s a demon, they know right from wrong on a level we could never understand. Lynch’s movies only feature demons when the supernatural is involved. Even the white lodge denizens are demonic likely friendly personas of the black lodge.
It never occurred to me to wonder who The Cowboy is or what he represents. Watching the movie, I don't need to know exactly who he is, and it's possible that Mr. Lynch does not know. I do know that The Cowboy is beyond what humans understand and grasp, because he reeks of wisdom and comes off as ethereal and otherworldly ... and that's enough for me.

It means that Adam's sense of himself as the center of the universe is about to be broken up in the mountainside corral. Adam will soon see and accept the reality that his ego does not have total control of "his" movie. Yes, Adam can choose all the other actors to fill the various roles. But that one role -- The Girl -- is not his to choose. In the very next scene, The Cowboy steps out of the darkness and calmly sets Adam straight about human limitations. It's a tough lesson that some of us assimilate better than others. A corral is the ideal symbol of where this lesson is applied: a corral is where high-spirited horses are "broken" in to the reality of their role as team-players, not wild, totally free creatures. Ideally, the horse -- or the person -- will learn the lesson but still retain some of that wild, free beauty which is uniquely his. Adam does. It's a bitter pill, but he swallows it and survives. Dianne can't and won't accept that she lost both her Hollywood career and her beloved girlfriend. To continue the horse-training analogy: this double disappointment is a hurdle that is beyond her strength. She stumbles, fatally, and ends up truly broken by her own hand.
