Chaotic is actively opposed to forms of order and structure that restrict individual decision making. Whereas Jen uses those structures to her advantage. Definitely True Neutral.
I think because, at the end of the day, she never made it personal. She was true neutral. She had a job to do and would do whatever it took to win, but she was also friendly and amenable to Ben and Leslie. She was ruthless, but not to the point where she lost her humanity. She was also just so over-the-top and so out of place in Pawnee that it was impossible not to love her.
I think it's always been the case in the show that it was Pawnee and its residents that were the true antagonists and horrible people, which is why Leslie is such a great, noble heroine, and why Jennifer couldn't get out of there lol

She wanted to do a good job so she could earn the huge amount of dollars she was getting paid to do (and presumably also so it would look good for future jobs also) but outside of the campaign she had no real interest in the actual results. That's why she was nice to Leslie outside of the campaign. I would say she's more chaotic neutral than true neutral though.

I like how it's Jen who finally opens Leslie's eyes to what she really needs to do, which is leave Pawnee behind. Jen got to the top by not only being smart but ruthless which Leslie lacked due to her passion and love for her town who she always dreamed of being part of the city council for but the truth was that Pawnee is a horrible place that is just holding her down and that Leslie needed to move on from.
Honestly that’s where I am right now. I’ve dedicated a lot of my career to my junky, backwards thinking one stoplight town and her speech actually inspired me to leave. Lol
Just because you need to leave a place doesn't mean it's horrible. You can cherish your hometown while also acknowledging that it's not the best choice for you to pursue your goals
Her character was hilarious since the moment she was introduced. She was, infact the real reason the stakes were so high in season 4 - for a mere city council election. P.S - her dynamic with Leslie and Ben is great

I feel for the Leslie Knopes of the political world. All she wanted was to make the town better and to the viewers she seems like a decent/nice person but to her actual constituents she looks like a witch often misunderstood. Running on such a tight margin against the rich boy next door who doesn’t care at all but just manages to say the right things. And then Leslie lost her seat in the recall(can’t remember if it was a re-election or recall). It just really sucks. But this show showed me a new way to view politics and what is really important, what you can’t see, and political theatre.
Not much to know. Her mother is fucked up and married to a teenager. Hence the Nine-Teen. It's a sad tale of anyone whose parents are married to someone vastly younger as a sad way to recapture lost youth.
