Izamura: Haven't seen the anime.
Hody Jones: While he isn't the best One Piece villain, he is still pretty cool. Plus, he's easily one of the most evil villains in the show.
Sariel: Haven't seen the anime, but I like her appearance.
Zamasu: While I personally don't consider him the best Dragon Ball villain, I still find him pretty cool.
Lord Hazanko: Haven't seen the anime.
Azuma Genkaku: Haven't seen this anime either.
Croix Meridies: I absolutely love this show. And Croix is a pretty cool villain.
Stain: There's a reason this guy is one of the most memorable MHA villains. He is insanely creepy and cool.
Nemesis Ra Algol: Haven't seen the anime.
Shigemura Tetsuhiro: As I've said before, I don't like Sword Art Online.

It's pretty obvious Hody's a favourite. He's registered as a "Complete Monster". TV Tropes even declared him that anime's version of Hitler for starting the discrimination against humanity after murdering the Mermaid Queen for _no reason at all._

Well, he had his reasons to hate humanity. The diference is, he did what he did because of his ideology, not a personal vendetta against them.
