This scenario is unbelievably hard, like you need the best luck (sleeper cells not activating, civilians are not greedy [roads, electricity, police], violent protests happening, and insurgents fleeing into zones w/o police). Without luck, I think you automatically lose! You need to spam soldiers onto the map ASAP which eats your ability to stabilize and the inevitability of reputation loss from insurgent activity and corruption. I spent countless hours trying to get this thing to work, but with no prevail. (And you should subscribe bz of the time spent) That's why for this one, I am not going to make a Mega-Brutal guide.
