With a decent dehumidifying system you can keep your house in the upper 70's and close to 80 and still be very very comfortable while keeping stress off of your overall HVaC system. That guy's freaking insane.
I do residential HVaC as a full time job and I'm here to tell you that you really aren't saving enough money to justify setting your home to a temperature that you aren't comfortable with. When it comes to heat in the winter time depending on who you are that's a different story.

We don’t know how big the house is to be fair as well, if you got the pc going which I’d assume you would and you are upstairs in a bed room. That room is going to be well above whatever it is set too. It might reach 87 in the down stairs living area but in a upstairs room that’s hitting 95+

As someone who has dealt with germaphobia for a large portion of their life, I totally understand the first guy. It sounds like he's dealing with a pretty severe case. Personally, if non-family people are in my bedroom on one of my bad days, I ask them to remove their shoes and will have a blanket on whatever piece of furniture we're sitting on. So far everyone has been very understanding of it. I don't think he's an asshole, but he probably needs therapy to get to the bottom of this, and he should try to find a compromise that's less inconvenient for people.
My husband does that change clothes thing. I'm not allowed to wear outside clothing inside. He doesn't force the couple of guests to that standard, but he will clean the floors and furniture after each visit from others.
