Great question, and the answer is no. The talking actions have a different motor... check out my videos and you can see. But most likely if an is engine is noisy one of drive train gears has a hair-line fractue. The most common is the gear connected directly to the motor. See my video on how to replace it. The truth is... all English Talk N Action locos are on the rare side everywhere, while the Japanese talking are uncommon in Japan, but not rare yet.
