If NEA actually collaborates with companies using to implement the alcohol trap and the contraceptives concurrently, we may actually see tangible results. I have been to Singapore twice in my life (2009 and 2022), and I'm appalled that the NEA is not doing their job. It's more like something you'd see in the US.
The incompetency of NEA on several hygiene issues in public spaces is astounding. Not only do we have a problem with rat, there's also birds etc causing all sorts of problems for the longest time and its only getting worse.

There seems to be a misunderstanding on the role of regulator and town council. If a public toilet is dirty, the public complains and NEA inspects. If it is dirty, it will inform the town council or the owner if it is a coffee shop. If the problem persists, they are warned and, in the last resort, fined. It is not the job of NEA officers to clean the toilet. However, a regulatory agency can fail if it colludes with the other party, i.e. becomes lax in enforcement, take side payments, or fear retribution. The current system doesn't seem to get rid of rats over the years, and the natural predators, the snakes, have long retired even before they turn 55.

PAP town councils are not providing the level of services despite being paid maintenance fees by residents. There must be corruption involved.
