You can’t define someone as the greatest of all time based on personal bests alone. Phelps broke records in his era, Dressel in his. I say not yet because Phelps has an edge in hardware, longevity, and impact. They are similar in versatility, with Dressel being faster in some events and Phelps in others. I’d Dressel can comeback and maintain dominance by winning and breaking world records, then that would get him much closer or to the same level.

no they don't count as long course meters like the olympics but they do count as short course meters records
