Our government employees are not well informed about the provisions in our Constitution. COMELEC officials have the responsibility to check on candidates' nationality, not just as officials, but as Filipino citizens.

I believe the Senate must enact a new Civil Service law, rather than to revise and enhance the existing one, on very strict disciplinary measures with accompanying great penalties (e.g. life imprisonment, etc) applicable only to all government employees (rank & file and officers alike), involved in all forms of unscrupulous activities. Taking this Alice Guo case, I can say it's almost 100% certain that these were all facilitated through inside jobs. Pera-pera lang nangyari dyan. That's just an example of how endemic corruption is in the government service. Natigil ba ang mga anomalya, for example sa BOC, BOI, DAR, etc? Of course not. There will be no denying that, EVER. What's worse, there's no way this fact will ever go away.Hence, a new law would, should and ought to make it clear that serving in the government is a privilege and not just a job, that comes with a very steep price to pay if they go astray in whatever form.

I don’t agree that the Comelec Chairman has a fault on this matter. It is not his job to check a candidate’s nationality. As long as a candidate has the supporting documents required to run for office, they will allow the person to file a certificate of candidacy. The ones at fault here is PSA and BOI. Lesson learned here is from now on, Comelec, PSA and BOI should scrutinize carefully applicants for citizenship.
