“صهبا مطلبی” متولد ۱۳۵۶در تهران می باشد. اهل فن او را ملکه تار و یا جیمی هنریکس در تار میخوانند .وی فراگیری موسیقی را دردوران کودکی و درشهر”ساری” آغازکرد. او از دوران خردسالی شروع به فراگیری موسیقی (سنتی) نموده است.
این بانوی هنرمند فارغ التحصیل از کنسرواتوار موسیقی تهران، نواختنِ تار و سه تار رازیرنظر استاد فریبرز عزیزی آموزش دیده وسپس مهارتِ خود را با بهره گیری از راهنمائیهای مستقیم استادِموسیقی سنتی ایران؛ “حسین علیزاده” افزایش داده است. صهبا مطلبی در۱۴سالگی به علت تسلطش برنوازندگی، تحصیلات خود را درهنرستان موسیقی شروع ودرجشنواره‌های متعدد موسیقی درایران،درخشید. و از اوبرای نوازندگی درارکسترملی ایران،دعوت به عمل آمد.اواکنون نوازنده‌ای بین المللی ست بطوریکه در۱۰سال گذشته اجراهای زیادی دراقصی نقاط جهان داشته است.او اکنون در کالیفرنیا زندگی میکند و به غیراز نوازندگی،مشغول گردآوری وتالیف کُتب وآثار برجستهٔ موسیقی است وآخرین سی دی اش اشکی در گذرگاه تاریخ نام دارد. “صهبا” همچنین بدعت گذارِ “آموزشِ آنلاین موسیقی”به شاگردان خود است که ازروشِ سنتیِ آموزش موسیقی متمایز است.
