The Akatsuki used some sort of transformation jutsu on that sand jonin and the other random guy, they were under genjutsu and Kisame and Itachi were controlling them but they only allocated 30% of their power to these clones, so they had 70% of their chakra at the cave extracting Gaara's tailed beast
Neji doesn't wear the jonin Flak jacket because it limits his jutsus chakra flow. The Hyuga robes are designed for their jutsu and are lighter also kishimoto wanted something easier to draw

I was literally checking the channel every few days to see if the new Shippuden reaction is coming out, and my guy delivered
