kalmtraveler she is still us citizen because she was born in usa when her parents were working in U.S, and she is still using USA passport. she is japan citizen either because her parents are Japanese. in fact, a person can have 2 citizenship
the USA doesn't allow dual citizenship though. If you take another countries citizenship, you have to give up USA. I think Sunny from SNSD was born here also, but she is Korean citizen now, too.

Usually kpop groups have at least 1 English representative (tiff and jessica, Wendy, namjoon, Henry, Amber and Krystal, 3/4 of blackpink, etc.) but TWICE doesn't. Chaeyoung has said that she is learning and Mina knows some but none are completely fluent. They have 4 foreign members, though, so even if they don't have an English representative, they have both Chinese and Japanese
It seems to be more common to have an English fluent(ish) member than a Chinese or Japanese one. Makes sense since everyone learns English (to varying degrees) in school and most during training as well. So Twice are special for having MiSaMoTzu.
