The brake lights of the car ahead are clearly lit, so the fact that it is slowing down should not be a surprise. If traffic into Richmond VA is this much of a challenge for you, maybe you should let someone else drive for you.

I don't know, I've done that a few times for even tire wear on my bike. I paid for the sidewall, and even with straight lines I'm using the sidewall! On a serious note they need to remove the legally required tread depth limits because they make no sense for modern tires. Treads do not give traction on paved surfaces, they actually have less, it only helps off-road or in the rain. Even my brand new tires are technically illegal for roads in this state because there is a very thin strip in the middle that tread groves do not cut through (you would need to go like 400 mph to hydroplane with that thickness, its not an issue), but the state says tread depth is measured all the way around so it would legally have "slicks" right out of the box (even though that's superior in all conditions except maybe mud, but mud isn't the road and then road laws don't apply)
You must be dropped on your head a lot when you think overtaking over those bumps is a good idea and legal? (according to Rule 130 of the Highway Code if the area is bordered by a broken white line you shouldn’t enter unless completely necessary and it’s safe to do so).
