This is clearly not a reference to Vhagar and an indication that they are creating a plan to kill Vhagar, especially as the Sea Snake isn't known to be an expert in killing dragons. As Corlys is talking about the Hightowers, the head of the beast that must be crushed is obviously a metaphor for killing the green mastermind Otto Hightower, maybe also Alicent. There is no mention of the greens in game of thrones and we know there are only a few targaryens left so this should be one hell of a fight.
Not trying to give spoilers. The obvious is this civil war will collapse the strength of the Targaryens. No dragons are alive in Game of Thrones, until Danearys comes to picture.
yeah in the show they didn't show any Hightowers, but the Hightowers didnt die out, in the books, the left overs of the hightowers family is still in oldtown, but not openly doing political stuff😆

The mistake made that put aegon on the throne could have been cleared up if rhynara and the queen could have talked about exactly what was said before the kings death. It was obvious he thought he was talking to his daughter. The queen should have sent a raven to try to clarify. Remember she said she didn't understand at first. All she heard was aegon was his choice because that's what she wanted to hear. Otto shoved that down her throat ever since aegon was born. I hope Otto burns
