Maybe they decided not to remodelled it because most of the buildings are from the Spanish colonial era. Remodeling the whole place would ruined the historical feeling to the place.

The downtown is so rundown , how I wish it’ll be remodeled and bring to modern times ,

Screw that, this is 16th century downtown SUGBU the original capital and the first city in the Phils. We Sugbuanons love it just the way it is.
