Yes, there are some few exceptions in some cases (e.g. when there's a very large creator whose presence will benefit the event greatly like Wilbur or Tommy last year), but this is not the norm. And yes, Philza might be busy, but even if he had the time, he would not be allowed to play under normal circumstances. That being said: It would be funny if Phil somehow managed to log on very scuffedly while on the train for super scuffed Dodgebolt or something - it's not as if stuff like that has never happened in the MCYT community!
