Just cause he can doesn't mean he enjoys doing it or wants to.
If you ask me they should have coded it to either A. Make him grumble to the player about it and then randomly perform a brutality or B. Literally do nothing in terms of the animation(basically disable his ability to do it) and then has him stare at the player and say something like "Mercy is not a virtue I prize, weakling" after the opponent falls over.
@@newfoundwisdom8532 either one of those would be sick if you ask me. Imagine the easter eggs there could be in the animations if that were a thing only for Shao Kahn
