Eraqus, Terra was just being a good student and listening to Keyblade Masters.
Despite getting scarred and killed Eraqus still forgives Xehanort.

In Dark Road Agrabah I like to think all the students are trying their best not to meddle.
In the Birth By Sleep novel does clarify the test a bit more. Originally Eraqus wasn't going to do a Master certification test for his students and basically considered them Masters which is why Terra could bequeath a Keyblade to Riku. The test was really at Xehanort's insistence. When Xehanort dropped off Ventus he saw Terra and was like "free real estate" so he planned to manipulate everyone since then.
