The man in blue know the number of people underground, so he must take that register and contact the famillies of all illegal miners. May be those family members will use their resources to tell their relatives to come out. Those people are not trapped, but underground continuing with their day to day business i.e illegal mining. They are not coming out bc they are avoiding arrest. One family member said, her brothers goes underground for 3 months and come back for few days, then return again. Logically some of them die while they are mining.
He must be arrested as well for withholding information. He knew about this illegal operation and only came forward out of worry and fear of loss of life.
