You don't have to wear Android 21 clothes. Try entering the tavern to accept the quest, and then wear Android 21 clothes so you can complete the quest.

Noone has power pole rn i think cuz there are 6 quest to get power pole and noone has completed leg soul quest cause ITS too deep in the ice you need to dig it sorry for bad grammar
