Pillay: it's difficult to prosecute state capture cases

Institute Devi Pillay says many of the justice and crime fighting
institutions in SA have themselves been victims of state capture.
Pillay says this makes it difficult for them to prosecute based on the
recommendations of the State Capture Commission. She explains.
