Germany closes all businesses, except emergency services and family activities (parks, restaurants, cafes, theme parks etc) on Sundays and most places are closed by 6pm with grocery stores closing by 9-10 at the latest. It makes for a way better quality of life.

I work for the St. Louis Public Library downtown at Central, in our Special Collections. When I heard this news I started researching the ordinance no. 40694 dated November 27, 1935. So far I can determine that this bill originated due to a Missouri STATE LAW from April 16, 1935: "Incorporated cities empowered to regulate closing hours of barber and beauty shops.-The legislative bodies of all incorporated cities, towns and villages are hereby empowered to pass, alter, amend and repeal ordinances to regulate the hours of closing of barber shops and beauty shops." A huge thank you to Shameem Clark-Hubbard for bringing this old law to light and for speedily moving the repeal into session!! KUDOS.

Cosmetologist aren’t allowed to shave. They are two different licenses. You can’t get a cosmetology license if you are a trained barber just as a licensed cosmetologist would need additional training in shaving to get a barber license

UPDATE on my research. In the mid 1930's the barber associations around the country were faced with a problem of men coming to their shops at all times of the day and night. The barbers were faced with working 7 days a week, holidays and all hours. Because they were a regulated industry with licensing, they approached their state legislatures to ask for regulation of their hours of operation. Keep in mind all men went to the barber weekly. Even during the depression, a man could get a haircut for 50 cents. Then after the haircut, many men would hang around and get the local gossip, or catch up on what was going on in their friend's lives. And, a few of them, would use the excuse of "I was at the barbershop" as cover for the affair they were having. I was surprised myself when reading this information from newspaper accounts.
How would men be able to get a haircut unless the barber had an open sign though? The barber would just close shop like any other business. They just didn’t want to lose that money to businesses that were willing to remain open so they wanted to unfairly stifle competition. And as far as using the barbershop as a cover for an affair? Seriously? It’s not the state’s business to police people’s personal lives, or at least it shouldn’t be.
All laws, rules, and regulations need to have an expiration date or just fall off the books after 25 years. If it that important to society someone will enact the working laws soon enough. Things like no speeding, murder, and theft would stop being against the law. Because every new case would refresh the expiration date. However antiquated laws or regulations targeting marginalized groups would expire.
My Barbershop is a communal place. we're chillin, talking, watching the game, talking about life etc all while getting cut. Also, some people work late and get cuts after work. Why would you limit that?
Before I go into my comment family I want to encourage everyone to keep God's commandments laws and statutes. St. Louis always needs a racist spin. This law was made in the 40’s when most STL Barbershops were White owned as Blacks cut hair in their homes and didn’t have businesses. The law was made to keep White Barbershops from selling liquor illegally as most barbershops in the 20’s, 30’s, 40’s sold under the counter booze in STL.
In north Jersey barbershops are open past 9:30 on any night. Do the math: that could mean a barber is walking away from $1k or more a week. Ppl work two jobs or the late shift may stop in to get a fresh cut sometimes twice a week. We don’t have country clubs in the hood but these shops are a hot spot to talk politics money family community.
But you can buy alcohol until the whiskey store closes you can drink all night in a bar you can buy cigarettes all night you can work like a slave at a regular 9 to 5 job make it make sense please

There are individuals in other states that have similar laws on the books, they defeat the system by attending a beauty school for women and receive an additional license as a hair stylist for women and apply for a beauty salon license thereby skirting the barbershop law. It has also worked in reverse where training for a beauty stylist is far more expensive in a state so they go for the barber training and open a barber shop but serve their limited clientele beauty needs while also giving haircuts and styling for men. It’s quite common practice for many of European decent to do this type of work. They serve the needs of their communities be it male or female. It’s hard for the average American to understand but that’s the way it is, like extended family helping extended family and they hurt no one. I remember that a barber shop had opened in my neighborhood which I started using regularly. Through out the year with my visits I found out that despite the name of XXXX brothers barbershop that they were actually first cousins and the second generation barbers with their fathers starting the business in another part of town. Well through the early years I found out that the original shop was located in another part of town where as luck would have it was across the street from my godfather hat shop. Now back in the 50’s and early sixties all men wore hats and it turned out that their fathers would get their hats cleaned and blocked at my godfathers shop and my godfather and his business partner would get their haircuts at their barber shop. It was the "old world way" two different countries but sharing the same cultural traditions. One must know that barber and beauty shops also were a gathering place where people would socialize, similar to a doughnut shop or coffee shop.
As a Chicagoan, I log off from work at 5:00 PM, and then reach home by around 5:45 PM. I need some time to shower before I would be able to reach the hairdresser by 6:30 PM ish. This law in STL is asinine. At the very least make it 8:00.

Cosmetologist aren’t allowed to shave. They are two different licenses. You can’t get a cosmetology license if you are a trained barber just as a licensed cosmetologist would need additional training in shaving to get a barber license

It’s because of the company that some barbershops keep in St Louis I lived there for 5 years. More than cutting hair happens at some of these places you can act oblivious but sadly it’s black people that are doing it. & before anyone’s says it if the white establishments are gathering after hours too the only difference is they don’t draw attention to themselves they play it smart 🤷🏽♀️ & Salons are mainly full of women & pretty chill that’s why they aren’t targeted.

UPDATE on my research. In the mid 1930's the barber associations around the country were faced with a problem of men coming to their shops at all times of the day and night. The barbers were faced with working 7 days a week, holidays and all hours. Because they were a regulated industry with licensing, they approached their state legislatures to ask for regulation of their hours of operation. Keep in mind all men went to the barber weekly. Even during the depression, a man could get a haircut for 50 cents. Then after the haircut, many men would hang around and get the local gossip, or catch up on what was going on in their friend's lives. And, a few of them, would use the excuse of "I was at the barbershop" as cover for the affair they were having. I was surprised myself when reading this information from newspaper accounts.

How would men be able to get a haircut unless the barber had an open sign though? The barber would just close shop like any other business. They just didn’t want to lose that money to businesses that were willing to remain open so they wanted to unfairly stifle competition. And as far as using the barbershop as a cover for an affair? Seriously? It’s not the state’s business to police people’s personal lives, or at least it shouldn’t be.

All laws, rules, and regulations need to have an expiration date or just fall off the books after 25 years. If it that important to society someone will enact the working laws soon enough. Things like no speeding, murder, and theft would stop being against the law. Because every new case would refresh the expiration date. However antiquated laws or regulations targeting marginalized groups would expire.

Before I go into my comment family I want to encourage everyone to keep God's commandments laws and statutes. Our people are in this predicament and condition because we would not do Exodus 20 versus 1 through 17 so God laid down the law and Deuteronomy 28 is our punishment we haven't had a kingdom or a nation in centuries we have been taking orders from others for a long time and we have no say so or very little say so in anything people that rule over us make law and policy and we waste time standing in line thinking that a vote will change something. The oppressor took us by force from the land and they brought us here and made us work the oppressor stole this land killed and pillage do you really think somebody's going to concede something to us because we went out and vote. Please be wise my people. And family this is just a city ordinance things are going to get real worse concerning laws and policy in every aspect of our lives look what's going on with the school districts and the school boards the material and the mess that our children are exposed to we need to get serious about serving this God of ours so that we may improve our situation and gain favor. If we want agency and say so over our lives family it will involve God without him we will accomplish nothing.

St. Louis always needs a racist spin. This law was made in the 40’s when most STL Barbershops were White owned as Blacks cut hair in their homes and didn’t have businesses. The law was made to keep White Barbershops from selling liquor illegally as most barbershops in the 20’s, 30’s, 40’s sold under the counter booze in STL.

In north Jersey barbershops are open past 9:30 on any night. Do the math: that could mean a barber is walking away from $1k or more a week. Ppl work two jobs or the late shift may stop in to get a fresh cut sometimes twice a week.

There are individuals in other states that have similar laws on the books, they defeat the system by attending a beauty school for women and receive an additional license as a hair stylist for women and apply for a beauty salon license thereby skirting the barbershop law. It has also worked in reverse where training for a beauty stylist is far more expensive in a state so they go for the barber training and open a barber shop but serve their limited clientele beauty needs while also giving haircuts and styling for men.
It’s quite common practice for many of European decent to do this type of work. They serve the needs of their communities be it male or female. It’s hard for the average American to understand but that’s the way it is, like extended family helping extended family and they hurt no one. I remember that a barber shop had opened in my neighborhood which I started using regularly. Through out the year with my visits I found out that despite the name of XXXX brothers barbershop that they were actually first cousins and the second generation barbers with their fathers starting the business in another part of town. Well through the early years I found out that the original shop was located in another part of town where as luck would have it was across the street from my godfather hat shop. Now back in the 50’s and early sixties all men wore hats and it turned out that their fathers would get their hats cleaned and blocked at my godfathers shop and my godfather and his business partner would get their haircuts at their barber shop. It was the "old world way" two different countries but sharing the same cultural traditions. One must know that barber and beauty shops also were a gathering place where people would socialize, similar to a doughnut shop or coffee shop.
As a Chicagoan, I log off from work at 5:00 PM, and then reach home by around 5:45 PM. I need some time to shower before I would be able to reach the hairdresser by 6:30 PM ish. This law in STL is asinine. At the very least make it 8:00.

Let's look at the numbers: so at least twice a month and occasionally three times a month, I get a haircut at $25 totally $50 ($75) month. Since you demand $40 for 1 simple haircut cut, then I will only get a haircut once a month to every two months, which is totally $20 to $40 a month. The new number is: $50 - $40 =$10 a month ×12 months =$120 annual losses for your business. Not to mention all the families and friends whom I will not refer your over price service to! BTW, Baber shops are everywhere, and YES, thankfully, not all of them are greedy. 👋
