I believe this is the Emme river in Switzerland. This river is mentioned as having highly variable water flow, can be up to 25 times the normal flow. This flood was the result of three days of exceptionally heavy rains. The watershed of this river includes steep slopes of the northern Alps.

it is (bern) and there is also the little Emme (Kleine Emme, "backland" lucerne) with the same behavior ..
