One of the fatalities was a cousin of mine I had been searching for for many years. I only learned of this fire and his death recently. James Edward Ellis was the one. It’s heartbreaking to hear all these accounts.

No they were sent in as a type 2 crew
Prison crews are not unusual.
Inmate firefighters are normal but they aren't hotshots
