OMG are you like 5 years old, or have you never seen the inside of an engine compartment! Those are absolutely fuel tanks on each side! Those are 2 of the 4 total tanks! You can see the USCG approved fuel fill hoses and the fuel vent hose! Also those hydraulic rams do not need that much oil to operate! Also Hydraulic rams would require high pressure lines not hoses fastened with clamps!
