If the NCAA and member schools really want to have a handle on portal transfers, NIL, and student athlete conduct, the only real way to manage that is to pay them and make them employees with a total package of scholarship, housing, food, and financial compensation. Once they are employees, you can control portal transfer rules, a merit pay system, student athlete conduct and decorum, etc., and essentially bring order back into college athletics.
