In this life we are human, may be in the next life we become dog or other animal based on our Karma. Or may be we go to hell if the Bad Karma become limitless.
We can go to heaven if the good karma is limitless.
All is running by a well defined system or law.
God doesn't need to give judgement again and again.
The law of Karma is the judge itself, this law has it's own potency, by God's grace.

Let me summarize what the Bible teaches about heaven and hell. God made the Earth and humans. Humans disobeyed God. As humans have free will , God respected our free will and stepped back. And then death came. To prevent that God sent Jesus( John 3:16). This current life of ours is to love God and neighbors.AND NO MATTER WHAT GOD DEEDS WE DO they are not capable to forgive our sins but only blood of Jesus could do it. SO ACCORDING TO GOD'S PLAN, AFTER OUR THIS LIFE God will establisha new kingdom(physical) , for those who accept him as his king and will live God and enjoy his God's presence amd all his attributes such as peace love and joy.THAT PLACE IS WHAT WE CALL HEAVEN. And those WHO DON'T WANT GOD to be their king AND DON'T ACCPET HIM IN THIER HEART(By this i mean that they don't obey God's law) will not enter kingdom of heaven because IF SOMEONE DON'T WANT TO SPEND THEIR SMALL LIFE WITH GOD on earth THEN THAT PERSON WOULD CERTAINLY DON'T WANT TO LIVE WITH GOD FOR ETERNITY. God wil respect those people's free will to stay away from God so they will be completely separated from his kingdom and the result of his absence that place would not have joy, peace......and will only contain things that are not part of God. Those things include pain, suffering, etc. That place place is named hell. The decision is of our free will to make, whether to accept JESUS or reject JESUS and God will respect our decision because He loves loves you.
