They both require you to have a board to not fall behind.
if you have no board solemn vigil is 5 mana draw 2 cards
silvermoon portal is a 6 mana summon a 3/3 and a random 2 drop at worst
"Random 2 drop" is, basically, a 2/2, I'd say.
So 6 mana 5/5, which is fine enough. Can be 6 mana 4/4, if you get unlucky.
A 4/4 is worth around 3 mana~ish. Drawing 2 cards is also worth around 3 mana~ish. So generally, Portal is the more solid card for arena, I'd say.
Solemn Vigil could have been the correct pick for this arena, though, as he lacked big guys, already 20+ cards in.
Could be a 6 mana 7/7 if you get lucky :P

It's called RNG. It's apart of nearly EVERY GAME EVER. By that standard you could say every game trump has lost against novice opponents was because of poor game/card design. Think about it, he could've gotten Holy Champion, one of the worst paladin cards ever, or bilefin Inquisitor

But when someone plays TWO Tyrions and a Ragnaros Lightlord (after playing like a complete chimp) and wins solely based on a 1/226981 roll over the paladin cards (roughly estimated) because of a card that introduces an unhealthy kind of RNG... I think there is a problem there. But oh well, we just gotta look at the "eSports" meme surrounding HS, right?
