Confirmed yes. Both the Enigma Cannon and the Shuttle have a randomized chance of success or failure. Make sure to save at least before the Shuttle Launch. If you want to keep Zero and it fails, just reset and try again.

Yes, easily. The Enigma could destroy the Eurasia Space Colony, and even if it fails, it gives you an extra hour, which gives you enough time to finish the other Mavericks, even with Dynamo's meddling.
