Toriyama had Blue died in such a way to showcase how strong Mercenary Tao is. Blue was up til that moment the strongest enemy Goku had to contend with and Tao didn't need to lift a finger to finish him off. Mercenary Tao was the 1st villain in the entire Dragonball franchise which I thought was really menacing and inspired fear.
I think Tao was legitimately interested in what Blue did there. As if - if he wouldn't have taken his time thinking he was invincible he miiight have had a chance.
Blue was kinda creepy but he was actually a great soldier. The guy was the strongest in the red ribbon army. He defeated the 4th place tenkaichi krillin. Then defeated Goku twice legitimately. He sneak attacked which is debatable how fair it was but beat Muten Roshi and gang. The army had countless people across the globe hunting dragon balls but only ever managed to get one. He had 3 but was stopped by arale. He also found a massive treasure for red ribbon. In addition he brought them the technology to actually find dragon balls successfully since the rest of the army seems pretty useless. He held himself and his men to a high standard. Then he got done dirty by red like this and told he failed and should die. He offered blue a chance to fight tao to remain in the army and blue was so loyal he even fought tao. The point is the guy was the best and strongest person this entire army had and they threw him away like trash.
Yeah, I'm satisfied that the scumbag Commander Red get killed by his own right hand man. If I am blue I will kill Red myself after what I have done for the army.
That's always the downfall of Empires. Leadership takes for granted the support that got them that far in the first place. Blue supported them loyally while Tao only followed the money. Now both were dead and Red eventually got shot by his right hand man.
I miss this era of Dragon Ball. Humans could still be completely relevant in comparison to Goku, villains were more grounded and the stakes were dire instead of a completely negligible inconvenience.

You guys may be wondering how General Blue died. Lemme explain, Mercenary Tao dodged Blue's attack and made a sneak attack with his tongue. Tao's tongue pressed on Blue's pressure point and skull and broke both of them, which left poor General Blue defenseless. Tao used so much pressure with his tongue on Blue which made Blue die.

Blue is one of the three primary colours of pigments in painting and traditional colour theory, as well as in the RGB colour model. It lies between violet and green on the spectrum of visible light. The eye perceives blue when observing light with a dominant wavelength between approximately 450 and 495 nanometres. Most blues contain a slight mixture of other colors; azure contains some green, while ultramarine contains some violet. The clear daytime sky and the deep sea appear blue because of an optical effect known as Rayleigh scattering. An optical effect called Tyndall scattering explains blue eyes. Distant objects appear more blue because of another optical effect called atmospheric perspective. Blue has been an important colour in art and decoration since ancient times. The semi-precious stone lapis lazuli was used in ancient Egypt for jewellery and ornament and later, in the Renaissance, to make the pigment ultramarine, the most expensive of all pigments. In the eighth century, Chinese artists used cobalt blue to colour fine blue and white porcelain. In the Middle Ages, European artists used it in the windows of cathedrals. Europeans wore clothing coloured blue with the vegetable dye woad, until it was replaced by the finer indigo from the Americas. In the 19th century, synthetic blue dyes and pigments gradually replaced mineral pigments and plant-based dyes. Dark blue became a common colour for military uniforms and later, in the late 20th century, for business suits. Because blue has commonly been associated with harmony, it was chosen as the colour of the flags of the United Nations and the European Union. Surveys in the US and Europe show that blue is the colour most commonly associated with harmony, faithfulness, confidence, distance, infinity, the imagination, cold, and sometimes with sadness. In US and European public opinion polls it is the most popular colour, chosen by almost half of both men and women as their favourite colour. The same surveys also showed that blue was the colour most associated with the masculine, just ahead of black, and was also the colour most associated with intelligence, knowledge, calm and concentration.
Although Blue never lasted a minute against Tao, you gotta give him some credit. He was actually a legimitate threat and talanted soldier in his own right until Tao came along.
Mercenary Tao would later comment in private that the man tasted like "disappointment, failure and a bad B-movie stereotype". The assassin was also grateful he wasn't a cannibal because eating General Blue would have tasted "funny".
The world tournament was a very exclusive tournament in the first series, it was like a sacred place for fighters. Then Mr. Satan discovered it and with his wealth the tournament turned in a mainstream event. Real fighters like King Chapa, Giran and the others probably felt disgusted and decided not to compete anymore. Also Tambourine probably traumatized most of them so they have given up on fighting, sadly.
Also King Chapa trained Ub before Goku, so he probably felt he was too old to compete anymore and decided just to train others. Nam didn't have a reason to compete anymore, when he decided to do that for funzies again Tien KO'd him and immediatly after Tambourine killed him and he got resurrected. Maybe he lost that little sport oriented motivation left in him. Giran is the same, got humbled by Goku and then killed by Tambourine. As for Ranfan, I don't know, she disappeared from the series after the first tournament, she was kinda strong for a human so she probably retired from fighting too. Werewolf didn't have a reason to compete anymore while the Wolfman Yamcha defeated disappeared from the scenes. The Baba fighters are also retired or they just don't care about the tournament (Devilman won the tournament two times already so he probably couldn't care less). After Pamput was humiliated by Goku he most likely decided to stick to kickfighting competitions and movies. Bacterian retired too. Mercenary Tao is probably scared of meeting Tien or Goku. The other fighters we saw at the tournament are just regular trained humans so pretty much just punching bags for Dragon Ball standards. Mr Satan become the champion thanks to his insane luck + being the strongest non superhuman fighter.
