Вот насчет сообщения не уверена,что это фейк или взлом.Считаю,что такое могло быть в местах с наличием каких-либо опасных производств(ядерное,опасная химия)в случае форс-мажоров.Сама была очевидцем подобного у нас в городе в лихих девяностых,поэтому могу утверждать...

Может сама заставка и фейк,но то,что происходит далее таковым не считаю.Мне кажется в советское время в регионах с высокой вероятностью опасных ситуаций и ЧП имелась система оповещения.Например была на Дальнем Востоке в 80 гг.и да,была очевидцем чего-то похожего,только выглядело это несколько иначе-матрас с предупреждением,статичная заставка(да-да,в начале восьмидесятых тогдашний ее статичный вариант использовался в паузах,есть кстати реконструкция,сделанная по моим воспоминаниям,погуглите)и тот же матрас с писком на несколько минут.Потом мне мой дядя по отцу объяснил,что это типа оповещения,местная специфика...
