I'm trying this recipe this weekend, but I have a question: if I'm jumping straight into the bolognese (without passing through the previous marinara recipe), should I add the garlic and the basil of the marinara here at the same time as the carrot, onion and celery?

Yes, if you're working with i.e. crushed tomatoes from a can, add the garlic just a minute before the tomatoes so the garlic doesn't burn but gets some heat and add the chopped basil (or dried works too) a few minutes before it's done cooking so it has a little time to mingle with the sauce. If you're doing both the Bolognese and the Lasagna in one run, you can use the Bolognese sauce while still hot to assemble the Lasagna. That would actually shave a little time off the cooking time for the Lasagna.
