Personally the act of stealing the quirk itself while shitty wasn’t bad or evil, the actions that Izuku took after the fact was. Throughout the series the lesson that the show was attempting to convey(although it had a poor execution) was that everyone can be a hero, it wasn’t your power or strength but the ideals you hold dear to yourself. For this reason Deku wouldn’t be a hero, he went out of his way to ruin someone’s life potentially for his own benefit and felt little to no guilt from it, aside from the initial guilt he felt he actively chose to keep and even joke threaten the girl he stole his quirk from. Evil is not define by the absence of goodness meaning that even if his only crime was inaction that would still be bad considering the circumstances, there were plenty of alternate solutions to his issue that wasn’t non consensual bodily disrepair, much like how bravery is not define by the lack of fear but initiative despite it, Deku in this story at the very best would have grown up like pre-development Endeavour, in constant search for validation and self-gain without a care of the people sacrificed along the way. Just thought I’d throw in my 2 cent on the matter.
