But these national political parties like BJP and Congress are the problem for Uttarakhand, hopefully people of Uttarakhand realises it soon, because it is the only state without any "Domicile Certificate" for native people and the only Himalayan state without any "land " protection law

Whole India bro the whole nation-dumping of toxic industrial waste in the rivers, illegal sand/rock mining, destruction of lush jungles to mine natural resources etc...UP-Bihar, Jharkhand/Chattisgarh, Delhi NCR region(Aravalli range), North East India no place is safe from the human greed.
We need a separate ministry in central level or a statutory body who will se the construction and policy related work in himalayan states!! Himalayas are young mountains so they are very fragile and need a special treatment! You can not follow the same development and policy making model in Himalayan states as you follow in central Indian or other Indian states!! Thats why Sonam wangchuk sir also demanaded 6th schedule for ladakh!! Impact in himalayas not only impact the himalayan states but also the other parts of India and the world too!!
dams are not ecologically sustainable in such areas. shockwaves sent by drilling, construction and rampant commercialisation are far more dangerous than estimated. people who benefit from commercialisation of such fragile landscapes rarely stay in such places. most are just rentseekers living in cities.
