Sir is hydrochloric acid makes soil acidic and will it affect groundwater

Yes definitely. If you apply any sort of hcl formulation, the pH of the Soil will go down.
Also HCl will dissociate into H+ & Cl- ions which adds up to the acidity and affect groundwater due to leaching of non bound H+ ions and in form of dil.HCl too
