How do you manually stop Policy Based Replication?

The Policy as in doesn't have an option to stop or pause. You can however choose to stop the replication by stopping the Partnership b/w the Source and the AUX system or unassign the replication policy to the Volume Group (which might not be good solution to do so as all replicated DR objects will get deleted and will required a Full Copy later on if you wish to resume )

If you wish to stop the replication on all the volumegroups, stopping the partnership is the way to do it.
If you want to stop on a single volumegroup, you can change it's mode to independent.
Having said that, I am interested in knowing the usecase. Why would you like to manually stop?

You can stop policy based replication manually by stopping partnership (from the GUI and CLI), Once you stop partnership from one system, the replication status of volumegroup associated with that respective replication policy from another system will change from "running" to "disconnected". and after starting partnership the replication status will comeback to "running".
