I've read almost the entire users manual and I don't recall it mentioning water quality or temperature. These topics are covered in a other HEC programs.

The "Use Water Quality" checkbox does not appear in the Watershed Data Editor dialog box, in ResSim 3.3, which is the latest publicly available version. This user's manual must be for a more recent version of ResSim. www.hec.usace.army.mil/confluence/draft/rswqum/latest/2-hec-ressim-water-quality-concepts/enable-water-quality-modeling
