I tried the installation with your steps on local system but the D365 extension (D365 menu) is abruptly throwing various prompts (most of the time saying "plaease for updates") and also the application explorer is not launching. I know the steps you have mentioned will defiitely work in vhd, but i am wondering about the local system installation.
Login to LCS, and go to the shared asset library, there is a page for the service updates. Just pick the appropriate version and download as a zip file.

Yes onebox VM can be downloaded from LCS being Ms partner or client.
