On the features list, the "free plan" says "Servers in 12 Cities" but I can't determine what cities those are. 13 of their cities are in North America so their free plan not be very useful for streaming. Anyone know what the "12 Cities" are?

It's not always the case. While yes, having an important and sensitive tool like a VPN in any 5 eyes country may seem pointless but it all boils down to the actual data that a VPN company can offer when requested by law enforcement. Meaning even if a vpn is based on a very privacy friendly country like Switzerland or Iceland but still collects more data than those based on other countries which may be 5 eyes, the former is less secure. So, don't live in this mindset.

Windscribe does, but you have to purchase their paid plan.
Winsdscribe free works with HBOMax but not with paramount or Hulu and obviously not Netflix. Don't know about others
