You are very welcome! China is a very large country, so there's a lot of regional difference. Actually in some regions, they do use 刻 when telling time. Also, I think it might be less common nowadays because we are in the digital age, and when people check the time on their phone, they see the complete time, but people who have a watch or an analog clock might be more likely to say "a quarter" "刻"
