Holy crap I was wondering about the combo at 8:22 so I tested it in training mode and it turns out it only works on counter hit and you have to react instantly to do it. Basically you need to know it's gonna be a counter before even hitting the first hit. These players are on a different level !
66L > f.H is a frame trap from that range, so it is a context that the player can be ready to confirm the counter hit if the opponent decides to mash buttons in between. In other words, he is ready to react when the 66L hits on block and the opponent decides to mash. The player is also using simple inputs, which makes it a little easier to confirm the hit. It still takes some practice to hit confirm properly though.
